Why won’t my OBD2 communicate?

Last week I put a ’97 3800 engine in my ’95 Pontiac Bonneville and the Check Engine light stays on. I connected my new OBD2 but it says that it can not communicate with the engine computer. On this year Bonneville it is OBD1 certified with an OBD2 connector. I did notice the RPM to be at 1500 when cold, but settled down at about 900 after warm up, but I can’t really feel or hear the engine running at a high RPM after warm up. How do I communicate with BSI in PEUGEOT 206,using Elmscan_5,pin 7 on OBD2 does not give all the data I need!!

I hooked up through OBD2 using pin 7,but got limited data;(EOBD and RPM),I think I need to connect through pin 11 which goes to BSI(gate way),please someone help me,
My OBD2 connector from Elmscan_5 does not have pin 11
because it is not assumed to be used (N/A).therfore if pin 11
is what I need;then How do I get a full pin OBD2 connector.

What might cause the OBD2 sensor to not communicate in my 2001 Kia Rio?

We are trying to pass smog and the people told us that our OBD2 sensor failed to communicate with their reader. What could be the cause of this. Someone suggested that it may be a fuse, but all are in working order. We do not have the money to keep paying just to find out that it is our check engine light or something lame, plus the check engine light seems to come on all the time and nothing is wrong with the car. Please help!!!
